"Vulcan Tribble" began as just a joke, a way for Kirk and Spock to prank McCoy. (I made it very clear at the time that they created him in the lab.)
It quickly became a fun way to annoy everyone on the Enterprise - a little creature somewhere between a pet and a crewmember, with the needs of a tribble, the logic of a a Vulcan, and the emotions of Spock's human side.
He can be arrogant and a pain in the butt, but manages to win their hearts somehow. He is given to frequent insubordination and presumption, and always manages to get himself in trouble, landing in the brig periodically (attempting to bribe the guard to let him go). Despite all this, he desires to be a productive member of the crew.
Each of the crewmembers have their own speech bubble font, but Spock and Vulcan Tribble share the same font (and presumably, the same voice).
